Joshua A. Levy handles a wide variety of civil and criminal litigation matters. Prior to joining Stein, Mitchell and Muse as a partner, Mr. Levy served as counsel to the U.S. Senate Committee on Homeland Security and Governmental Affairs, where he investigated governmental failures preparing for and responding to Hurricane Katrina. He also served as counsel to U.S. Senator Charles E. Schumer of New York.
Mr. Levy practiced in the litigation and national security groups at Arnold & Porter LLP in Washington, DC. He served as a judicial law clerk to the Honorable Joan A. Lenard, U.S. District Court Judge for the Southern District of Florida, in Miami.
Congressional Investigations
Mr. Levy has developed an expertise in representing corporations and individuals before congressional committee inquiries and investigations. His representation of clients before the Senate and House has included:
- A telecommunications company before the House Committee on Energy & Commerce.
- An attorney before the Senate Permanent Subcommittee on Investigations.
- A private security company before the Senate Armed Services Committee, the House Subcommittee on National Security & Foreign Affairs, the Commission on Wartime Contracting in Iraq & Afghanistan, and the GAO.
- Senior administration officials before the Senate Finance Committee and the House Committee on Oversight & Government Reform.
- Joseph E. Bowring, who at the time was the Market Monitor for PJM, one of the nation’s largest public utilities, before the Senate Committee on Energy & Natural Resources.
Enforcement and Corporate Investigations
Mr. Levy’s practice also includes the representation of individuals and corporations under criminal investigation. In addition, he has represented individuals and contractors under investigation by Inspectors General and corporate boards of directors.
Complex-Commercial Litigation
Mr. Levy’s civil litigation practice has included the successful defense of:
- A multi-million dollar commercial real estate arbitration;
- Civil RICO allegations in federal court;
- Injunctions against corporate mergers; and
- Breach of contract disputes in state and federal courts.
Mr. Levy is admitted to practice in the District of Columbia and New York. He received his B.A. from Columbia College, Columbia University in 1994, his Masters in International Affairs from the School of International and Public Affairs, Columbia University in 1999, and his J.D. from the University of Michigan Law School in 1999. He was editor-in-chief of the Michigan Journal of International Law.
Mr. Levy is a member of the Adjunct Faculty at Georgetown Law. Courses include a trial practice course entitled, "Working with Expert Witnesses," and seminars, such as "Congressional Investigations" and "Health Care Fraud and Abuse."
